Licensed need paid to TiVo and other companies, and they aren't practical for commodity devices, so DVRs are almost all premium devices.2:People want guide based recording. That is almost always not free.3. Having to use one with a cable box as a source is a hassle, plus not HD. Doing cable HD is not a simple thing, so again, is relegated to premium devices. Hwa Waterford: Channel Master still makes a stand-alone DVR with a built-in tuner. Also, Windows Media Center (standard in Windows7, an option in Windows8) has DVR capability although you need to acquire some sort of tuner for it first (either a card or a USB stick).
